Oracle DB Error ORA-32580 both SYS and SYSTEM passwords must be provided

The following is the cause of this error:

Passwords for both the SYS and SYSTEM users were not provided in the CREATE DATABASE statement. If one of the passwords was provided, then both should be provided.

Action you can take to resolve this issue: Re-issue the CREATE DATABASE statement with a password for both the SYS and SYSTEM users.
