Oracle DB Error ORA-29953 cannot issue DDL on a domain index partition marked as FAILED

The following is the cause of this error:

Tried to issue a DROP/ALTER on a domain index partition in a FAILED state.

Action you can take to resolve this issue: do ALTER INDEX REBUILD PARTITION to rebuild the index partition OR ALTER TABLE TRUNCATE PARTITION to mark the index partition as valid.
