Oracle DB Error ORA-29952 cannot issue DDL on a domain index partition marked as LOADING

The following is the cause of this error:

Tried to issue a DROP/ALTER/TRUNCATE on a domain index partition in a LOADING state.

Action you can take to resolve this issue: Wait until the index partition operation completes, issue a DROP INDEX FORCE to drop the index, OR issue an ALTER TABLE DROP PARTITION to drop the partition.
