Oracle DB Error ORA-29869 cannot issue ALTER without REBUILD on a domain index marked FAILED

The following is the cause of this error:

Tried to issue a DROP/ALTER on a domain index in a FAILED state.

Action you can take to resolve this issue: Truncate the table to mark the index as valid OR do ALTER INDEX REBUILD to rebuild the index.
