Oracle DB Error ORA-29705 ACTIVE_INSTANCE_COUNT is string which is incompatible with the value in other instances

The following is the cause of this error:

The value of the ACTIVE_INSTANCE_COUNT initialization parameter must be the same in all Oracle cluster database instances.

Action you can take to resolve this issue: Check your initialization parameter files in all instances and ensure that the ACTIVE_INSTANCE_COUNT initialization parameter has the same value. Then restart the instance.
