Oracle DB Error ORA-29395 cannot set the initial consumer group to string

The following is the cause of this error:

An attempt was made to set the initial consumer group of a user to OTHER_GROUPS.

Action you can take to resolve this issue: OTHER_GROUPS is for the resource manager's internal use. Specify another consumer group.
