Oracle DB Error ORA-29385 cannot create plan directive from string to string

The following is the cause of this error:

An attempt was made to create a plan directive from a plan to itself.

Action you can take to resolve this issue: Make sure the arguments PLAN and GROUP_OR_SUBPLAN to procedure CREATE_PLAN_DIRECTIVE of package DBMS_RESOURCE_MANAGER are different.
