Oracle DB Error ORA-28580 recursive external procedures are not supported

The following is the cause of this error:

A callback from within a user's 3GL routine resulted in the invocation of another external procedure.

Action you can take to resolve this issue: Make sure that the SQL code executed in a callback does not directly call another external procedure, or indirectly results in another external procedure, such as triggers calling external procedures, PL/SQL procedures calling external procedures, and so on.
