The following is the cause of this error:

Initialization parameter GLOBAL_CONTEXT_POOL_SIZE has a value less than the minimum required value (10K).

Action you can take to resolve this issue: Specify a value for the initialization parameter GLOBAL_CONTEXT_POOL_SIZE that is atleast 10k.
