Oracle DB Error ORA-28133 full table access is restricted by fine-grained security

The following is the cause of this error:

The user is not SYS and doesn't have full table access due to VPD policies. This only happens for internal DML/query under a DDL.

Action you can take to resolve this issue: Grant the appropriate privilege or contact Oracle Support Services if this is too restrictive.
