Oracle DB Error ORA-28117 integrity constraint violated - parent record not found

The following is the cause of this error:

tried to update/insert a child record with new foreign key values, but the corresponding parent row was not visible because of fine-grained security in the parent.

Action you can take to resolve this issue: make sure that the updated foreign key values are visible in the parent.
