The following is the cause of this error:

There is a concurrent ALTER SYSTEM QUIESCE RESTRICTED or ALTER SYSTEM UNQUIESCE command running in the system.

Action you can take to resolve this issue: Contact the database administrator who is responsible for the concurrent command.
