Oracle DB Error ORA-25237 navigation option used out of sequence

The following is the cause of this error:

The NEXT_MESSAGE or NEXT_TRANSACTION option was specified after dequeuing all the messages.

Action you can take to resolve this issue: Reset the dequeuing position using the FIRST_MESSAGE navigation option and then specify the NEXT_MESSAGE or NEXT_TRANSACTION option.
