Oracle DB Error ORA-24406 API mode switch is disallowed when a call is in progress.

The following is the cause of this error:

A mode switch from OCI8 to OCI7 was attempted in a callback.

Action you can take to resolve this issue: The user should perform the API mode switch either prior to initiating the top call or after the main call has completed.
