Oracle DB Error ORA-24401 cannot open further connections

The following is the cause of this error:

Sufficient number of connections are not present in the pool to execute the call. No new connections can be opened as the connMax parameter supplied in OCIConnectionPoolCreate has been reached.

Action you can take to resolve this issue: Call OCIConnectionPoolCreate in OCI_CPOOL_REINITIALIZE mode and increase the value of the connMax parameter.
