Oracle DB Error ORA-24389 Invalid scrollable fetch parameters

The following is the cause of this error:

All the requested rows in this fetch could not be received.

Action you can take to resolve this issue: Check the fetch orientation, scroll offset, OCI_ATTR_CURRENT_POSITION, and the number of rows in the OCIStmtFetch2 call. If required, change some of the above parameters and fetch again.
