Oracle DB Error ORA-24201 duplicate publisher, publisher already added to the queue

The following is the cause of this error:

Attempted to add a publisher to the queue again.

Action you can take to resolve this issue: Specify another publisher or use DBMS_AQADM.ALTER_PUBLISHER to alter the publisher's properties.
