The following is the cause of this error:

One of the operations, SCHEDULE_PROPAGATION, ALTER_QUEUE, LISTEN, DEQUEUE was issued for a NON_PERSISTENT queue.

Action you can take to resolve this issue: Do not specify a NON_PERSISTENT queue for these operations.
