Oracle DB Error ORA-24075 cannot specify agent with NULL address and non-NULL protocol

The following is the cause of this error:

An ADD_SUBSCRIBER or enqueue was attempted with an agent that had a NULL address and a non-NULL protocol.

Action you can take to resolve this issue: Either specify a non-NULL address or set the protocol to NULL.
