The following is the cause of this error:

The CREATE_QUEUE or ALTER_QUEUE command was issued with a non-zero RETRY_DELAY and an exception queue.

Action you can take to resolve this issue: Do not specify RETRY_DELAY or MAX_RETRIES for exception queues.
