Oracle DB Error ORA-24069 cannot downgrade queue table string while it is being upgraded

The following is the cause of this error:

An attempt was made to downgrade a queue table, but a previous command to upgrade the queue table has not yet completed successfully.

Action you can take to resolve this issue: Complete the upgrade of the queue table by re-executing the DBMS_AQADM.MIGRATE_QUEUE_TABLE procedure. Then, downgrade the queue table.
