Oracle DB Error ORA-24063 cannot downgrade QUEUE_TABLE that has queues with rule-based subscribers

The following is the cause of this error:

An attempt was made to downgrade the queue table when there were queues on which rule-based subscribers are defined.

Action you can take to resolve this issue: Remove the rule-based subscribers for all queues in this queue table and retry.
