Oracle DB Error ORA-24061 cannot specify non-zero SECONDARY_INSTANCE if PRIMARY_INSTANCE was zero

The following is the cause of this error:

A non-zero value was specified for SECONDARY_INSTANCE when PRIMARY_INSTANCE was zero.

Action you can take to resolve this issue: Specify a non-zero primary instance before you specify a non-zero secondary instance.
