The following is the cause of this error:
An ADD_SUBSCRIBER, ALTER_SUBSCRIBER, or REMOVE_SUBSCRIBER procedure was issued on a queue that was created as an EXCEPTION_QUEUE.
Action you can take to resolve this issue: Specify a NORMAL_QUEUE in the procedure.
