Oracle DB Error ORA-24014 invalid value string, RETENTION_TIME should be FOREVER or non-negative

The following is the cause of this error:

Queue retention was specified, but the retention time was specified to be less than zero.

Action you can take to resolve this issue: Specify the retention time to be non-negative or FOREVER. Alternately do not specify retention.
