Oracle DB Error ORA-23386 replication parallel push cannot create slave processes

The following is the cause of this error:

An error was occurred while creating slave processes for parallel push.

Action you can take to resolve this issue: If the PARALLEL_MAX_SERVERS initialization parameter is zero, reconfigure the parameter to be greater than zero. Otherwise, contact Oracle Support Services.
