Oracle DB Error ORA-12717 Cannot ALTER DATABASE NATIONAL CHARACTER SET when NCLOB data exists

The following is the cause of this error:

NCLOB data changes representation to Unicode when converting to a multibyte character set and must be migrated.

Action you can take to resolve this issue: Remove NCLOB data as listed in the alert file. NCLOB data can be migrated by methods such as export/import.
