Oracle DB Error ORA-12711 this CREATE CONTROLFILE character set is not allowed

The following is the cause of this error:

It is not allowed to create a control file on a native ASCII-based machine using an EBCDIC-based character set, and vice versa.

Action you can take to resolve this issue: Create the correct control file for machine and character set.
