Oracle DB Error ORA-12007 materialized view reuse parameters are inconsistent

The following is the cause of this error:

The CREATE MATERIALIZED VIEW .. or CREATE MATERIALIZED VIEW LOG .. REUSE command was given inconsistent parameters immediately after the REUSE.
