Oracle DB Error ORA-09959 IMON: deletion of a process failed.

The following is the cause of this error:

The IMON process was unable to delete a server process from its process ID array because no entry for the process could be found. This is an internal error.

Action you can take to resolve this issue: Contact Oracle Support Services.
