The following is the cause of this error:
Oracle was unable to allocate memory for the user name that is to be used in the encryption of the user's password.
Action you can take to resolve this issue: Check the UNIX error number. It is probable that the system has run out of memory. If there is no error, contact Oracle Support Services.
