Oracle DB Error ORA-07251 spcre: semget error, could not allocate any semaphores.

The following is the cause of this error message:

SEMGET failed to even allocate a single semaphore. Either they are all in use or the system is not configured to have any semaphores.

Action you can take to resolve this issue: Check to see if all semaphores are in use. Check to see if system is configured to have semaphores. Check errno.
