Oracle DB Error ORA-06253 NETNTT: cannot read arguments from address file

The following is the cause of this error message:

The NTT two-task driver could not read addressing information from its addressing file.

Action you can take to resolve this issue: Make sure that the ORACLE_HOME environment variable has been properly set and exported. Make sure the instance you are attempting to connect to is actually up and running.
