Oracle DB Error ORA-02001 user SYS is not permitted to create indexes with freelist groups

The following is the cause of this error:

An attempt was made to create an index while running with SYS authorization.

Action you can take to resolve this issue: Indexes cannot be created with SYS authorization. Either do not create the index or switch to USER authorization.
