Oracle DB Error ORA-01853 seconds in day must be between 0 and 86399

The following is the cause of this error:

An invalid value for seconds in the day was specified in a date. Seconds must be between 0 and 86399 if the seconds past midnight format code (SSSSS) is used.

Action you can take to resolve this issue: Specify a seconds value between 0 and 86399.
