Oracle DB Error ORA-01506 missing or illegal database name

The following is the cause of this error:

No database name was specified in the CREATE/ALTER DATABASE statement, and no DB_NAME initialization parameter was specified.

Action you can take to resolve this issue: Either the database name must be given in the statement or in the DB_NAME initialization parameter. Note that the SVRMGR or SQL*PLUS STARTUP command issues an ALTER DATABASE statement using the database name specified as part of STARTUP (if any).
