Oracle DB Error ORA-01191 file string is already offline - cannot do a normal offline

The following is the cause of this error:

When attempting to do a normal tablespace offline, it was discovered that one of the files in the tablespace was already offline.

Action you can take to resolve this issue: Either bring the datafile online first, or use another tablespace offline option.
