The following in the cause of this error:
Either media recovery is actively being applied to the file, or it is being backed up while the database is in NOARCHIVELOG mode. It cannot be used for normal database access or crash recovery.
Action you can take to resolve this issue: Complete or cancel the media recovery session or backup.
