Oracle DB Error ORA-01090 shutdown in progress - connection is not permitted

The following in the cause of this error:

The SHUTDOWN command was used to shut down a running Oracle DB Error ORAcle instance, disallowing any connects to Oracle DB Error ORAcle.

Action you can take to resolve this issue: Wait for the instance to restart or contact the database administrator.
