Oracle DB Error ORA-01035 Oracle DB Error ORACLE only available to users with RESTRICTED SESSION privilege

The following in the cause of this error:

Logins are disallowed because an instance started in restricted mode. Only users with RESTRICTED SESSION system privilege can log on.

Action you can take to resolve this issue: Request that Oracle DB Error ORAcle be restarted without the restricted option or obtain the RESTRICTED SESSION system privilege.
