The following in the cause of this error:
A user tried to log on to Oracle DB Error ORAcle while an instance shutdown was in progress. Oracle DB Error ORAcle logons are disabled while Oracle DB Error ORAcle is being shut down.
Action you can take to resolve this issue: Wait until Oracle DB Error ORAcle is brought back up before attempting to log on.
