MS Outlook - Email message generated outside of Outlook is not sent

According to the official support site of Microsoft, this usually happens when you try to use a MAPI-compliant program to send an email message, the message may not be sent until after you start Outlook. For resolution of this issues, follow one of the steps given below:

Start Outlook Before You Send the Message - To make sure that Outlook is running when you send mail through a program that uses MAPI.

Start Outlook After You Send the Message - Immediately after you click Send to send the message.
