Follow the steps given below:
1. Open a new, blank PowerPoint file.
2. On the Insert tab, in the Images group, click Picture.
3. Browse to the photograph that you want to add a watermark to, click the photograph, and then click Insert.
4. On the Insert tab, in the Text group, click WordArt, and then click the text style that you want to use for your watermark.
5. Select the watermark, and then drag it to the position that you want.
6. Select the text inside the watermark, and then type the text that you want to use.
