How does the WTO promote fair competition?

According to the WTO Cell - Industries, Commerce & Investment Department, Govt. of the Punjab, the WTO lays down rules that favour fair competition by discouraging unfair trade practices such as dumping and export subsidies. Though, unfair practices in reality persist in a number of cases e.g. subsidies by developed countries to their farmers.
